In the City Maintanance Screen, there is a box on the bottom, toward the right, with a lot of little icons. The top two are arrows, and those are what you click to draft units or pay for the remainder of consturction.

Sometimes I can play all the way through a game with no problems. Other times, I have huge slow downs and eventual CTDs. Because I really wanted to finish a game that Civ kept crashing, I decided to change my graphics level from medium to low. Now I can not start the game. I get an error...
