Reinstallation did nothing. It may be worth noting that the Ctrl-alt-O shortcut for the BUG Menu is not working either.

Re-installing BUG didn't solve the problem. I used the singleplayer installation. I'm going to try re-installation of the game. (Civ IV Complete will take forever to reinstall, goddamnit) I'll let you know if it works.

Please note that in 'normal' gameplay (no use of 'load a mod') I'm not getting this bug.
