    My bet is that you're talking about aquatic cities, and it's the indicator that those cities are in the process of moving. If you found a water city and try to move it, you'll see the same indicator on one of yours.

    XML editing is easy, as long as you can read the tables and the table/effect you want is available. If the table/effect is not available, I believe you need either LUA scripting or a new mod DLL.
