Definitely agree with those who have said to use spies as diplomats.
If you have excess salt, you can even trade salt for votes. When the civ leaders taste your delicious salt they will think twice about banning it. :mwaha:

The idea is that your influence with each city-state always pulls toward a "resting point". That point by default is 0. No matter how much you increase influence (with gifts/quests) or decrease it (by trespassing/demanding tribute) it will reset back to 0 over time.

In my experience the hammer cost of World's Fair, International Games and ISS seems to be a function of the number of civs in a game. I definitely notice it takes longer on my standard games than it does on duel or tiny.
