Small civs which you can trade with and declare war on as well as acting like standard civs but are limited to one city. All the forgotten civs could take the place.

I personally believe that religion should be in the next game but I am against the grand list of them so I had the idea that you could create your own and found it. As a bonus you could even snowall some ideas right now.
