I've been testing it and I am 99% sure you need to be adjacent to city center AND across the river. Is this what you have found aswell? This usually limits the spots quite a bit.
Civ has better AI then another game? How is that even possible?
Game developers really need to start prioritizing a better AI. Without it, the replayability of the game goes way down.

Yeah that's why I am really not sure how to order my progression with Rome. You'd just beeline Craftsmanship -> Stateworkforce then? Do you even try to hit boost (improve 3 tiles) and (make speciality district), or is it not even worth it with Rome since they have so much early culture.

For whatever reason, EVERYONE seems to make Feudalism the benchmark and considers it super important. I can't really figure out why though.

Skirmishers could be decent with the promotion I think but yeah without it they are totally outclassed by crossbowmen it seems. I guess it's probably not worth the effort.
