I tried editing them and it doesn't seem to have an affect at all really. Going so far as to quadruple it without any visible effect. For good measure I turned them all to 0 and it also had no effect so far as I could tell.
So I've been fiddling with a few files and trying to increase the number of resources in a given map, mostly due to how horribly resource density scales with map size. Small maps have high resource density but large ones tend to be rather sparse.
I've tried editing...
The rules that aren't map specific. No stuff that removes City States now that I think about it. Basically:
Random 1: Small Scale
2 tiles Min Distance between City
- Common Rules
Random 2: Medium Scale
- Common Rules
Random 3: Large Scale
Double Movement on Ocean
Faster Movements on Roads...

Oh I'm a hardcore warmonger. But the game just isn't fun when Gilgamesh, Norway and France are all within 10 tiles screaming at you for founding a city.
A random suggestion that I'm not sure is possible. For the map scripts larger than Huge is it possible to add a minimum distance between civs? I know with the light ruleset you increased the Max distance between civs but it's still extremely common to have an AI spawn 8 or 9 tiles from you. Part...
Does anyone know if there is some sort of clustered start mechanic in the game? It seems like even when I'm playing on a Huge map (or even larger maps from YNAEMP) with fewer players than the base number for the size that 3-4 civs spawn right next to each other and then there are massive empty...
Hmmm. Well It's a mixed bag so far. I've been playing a lot and I've been having a lot of fun. I don't have some of the same complaints other have had but I get their points.
Balance Issues
Buildings, Districts and Wonders take waaaay too long to build compared to tech. Even in my uber...
I just wanted to say this version seems to be working great! Had 4 humans and 4 AI on a huge continents map with no trouble. Got to turn 150 in one sitting with no desyncs.
