I'd say Military and Techs because you can't have the necessary cultural improvements without the techs. Military is obvious; you gotta protect those fledgling cities. Usually, though, I barely manage to cover my early rapid expansion. Overall, a blend of everything works best.

Eric, I had some of the same probs. and a post in another thread contains the answer, I think. I haven't tried it but I'm going to next game I start. Apparently you can go into edit at any point in the game and change the optimal # of cities. This will take care of that "one shield"...

There was that cheat option in Civ2MPGE, wasn't there? I tried not to cheat at all, but couldn't resist a few times. I haven't heard of any cheats for Civ3, but I'm sure someone will find a way. Good luck. BTW, did you use that cheat often?

Civ 3, hands down. Civ 2 is a very, very solid game and the designers could only improve on it. This they did. The play is more intense and the game more engrossing as a result. Can't wait for the MP Edition and some scenarios.
