I'm thinking of creating a mod kind of like "advanced combat odds" for Civ IV, but as both sides can get damaged, the plan is to make a 2D heatmap-type image to visualize the probability of each damage combination.

You do need some information from the Steam servers beyond the current date and time. The files need to be decrypted. If you look at your Civ V folder, you'll see all the files there now, but you can't read any of the data because everything's encrypted.
The things that look like civ borders seem to be interesting. Note how the northernmost hex that is in red/gold's border is 3 hexes away from the city, whereas a tile 2 hexes away from the same city isn't inside, and doesn't cross water. Maybe you'll be able to choose how your borders expand...
