It sounds neat, but for the gov't who stole the art to then display it in their own museums seems a bit ridiculous. However, on another note, it would be cool if you could demand the return of artifacts excavated by foreign archaeologists or great works plundered by conquerors.
Ugh, it's never a lump sum that they need to get out of a bind, it's always a percentage of your entire economic balance. It's infuriating to always have to deal with civs asking for handouts.
