Ok even though I'm late, just what is the Demogame? Is it just a group of people swapping off "rulership" every X turns? Or do groups of people get together and run the empire together? I only sk since I can't really find a rock solid definition anywhere... :(

I think you have too many cities. Since cities cost upkeep and not units, the city spamming doesn't work as well in Civ 4 as in Civ 3... my opinion and I suck though.

On the flip side, you should probably keep a short list of people you can trust. Since having people who won't stab you in the back can be a really big advantage...

Try for hinduism (? well the polytheism one) over bhuddism. SInce lot's of civ's can get bhuddism right away. Perhaps let you settlers build the city and the warriors/archers for it, a gamble but it sounds like you're losing the culture war.. but I suck something awful so I could be wrong.
