After searching around a little more, I found that other people have the same problem: if someone has achieved a victory (diplomatic cultural, whatever) or if it's past 2050 you can't launch the damn thing anymore.

I have a problem launching the space shuttle. I have built every one of the ten components required, but I can't find the command to launch it. I've looked everywhere but I can't find the command and in the Civilopedia when I click on a link to "space race" it just says "invalid entry." How can...
