    I like the change, but your argument is pointing more to giving them +1 trade. However, you could always argue that, them being by the river grants them access to easy energy via a waterwheel - voila: +1 production. ;) I like either of those options.

    Exploitability aside, right now the problem (at least to me) is that making war is no fun at all. It happens so often that I make war, I crush them, destroy their army, their economy (warscore 100) and they still don't want to peace out. I'll even bomb down one or two of their cities to nothing...
