    Herd. rule for around mid game when happiness can be a problem. If I can get the pyramids, Representation all the way! Police State is good if I am stuck in a war and I am desperate.

    The best one would have to be the fast food chain one. It gave a ton of gold that really helped for end game.

    Most of the time, I just settle the first one for the Building(Can't remember name). Sometimes, I'll sneak him into another city and steal a couple techs.
