Free DLC used to be called a patch.

My first impression after playing civ5: "No revolutions?" It has nothing to do with being a whiner and everything to do with the fact that it has been a staple of the franchise. It didn't feel like civ because my government was never in anarchy :/

I feel like the elephant in the room here is the lack of a government changing option. It's been a staple since the very first game.
