Is "Flexibility" a (or the) missing link in Civ 5?

I just wish they would patch the game. One of the reasons that it is good to release your game on steam is that you can micropatch your game. With as many, IN YOUR FACE, problems that this game has, it would be nice if they would at least try and resolve some of them. I really like how they are saying that they are "working" on a patch. No doubt, it is one their megapatches like with civ 4. Why choose steam then? Just for the game copyright protection? Don't they know that if they released a bunch of little patches that it would be nearly impossible to pirate a "good" version of this game? I know there is no foolproof way of making the game unavailable to pirates but you can make it difficult with little patches. This is why pirates can't play TF2 and counterstrike on a regular basis. They have to continually be pirating the changes. I don't know what to think about Firaxis?

I believe that civ 5 can be a really good game. Will any of us still be playing it when it gets there?
 
I feel like the elephant in the room here is the lack of a government changing option. It's been a staple since the very first game.
