    It probably just requires a bit better land or resource layout to make eatern expansion more likely/rewarding. So much of the landis so bad and so many of the resources are in terrible spots, that it's hard to fault the AI for ignoring the east.

    I won't be trying any Emperor UHV that requires sabotaging thousands of years of history to make it possible. That seems really contrary to having fun or a challenge. RFC is currently a lot of fun on Monarch level, but I don't really consider Emperor level a playable feature for many civs.

    Changing the research rates to make those UHV's possible would be great. Right now for some Civs Emperor isn't a "difficulty level", it's a "masochistic torture device". :)
