It makes desert hills into overpowered tiles. Coupled with desert folklore, you get great faith, production, food and gold all in the same city. And flat desert tiles around an oasis are also quite nice :).
They're usually too early to be saving GS with. Maybe PT can be built late enough where you can save the GS, but LToP comes way too early. You'd be better off planting that GS.
Where are you getting them from wonders other than Hubble? I usually have 2-3 saved, 2 from Hubble, 2 from faith, and 1-2 more popped before the end of the game.
You need to have at least 6 GS ready to bulb(either by saving of through faith/Hubble) 8 turns after Plastics. I usually prefer having 8 GS bulbed in the last 40 turns. You also need to stagger your SS production so that you're not being bottlenecked by production.
It's not a requirement to have a huge capital to get a 250 SV. I had a 229 SV where I had this crappy tundra start. My capital topped out around 20 population and my other cities weren't much better. Of course, I was playing Babylon, so that helped off-set my low populations, but...

I know you said you want to continue getting military techs, but it's really not a good idea to in a 250 SV. Wars don't really benefit you past turn 150 since those cities will never become productive science cities in time. Beeline the science techs and don't focus on your military so much...
I only got RA's if I was playing on Immortal+ really. If I had a surplus on money on Emperor, I would get maybe one round of them in the Renaissance since the bpt difference isn't too large at that point. Never really cared if I was helping the computer, because they were always helping me more.
