i've had this problem and think it's to do with specialist assignment. had it in my 2nd city once. i solved it by turnning off the city governor.

could be something like capturing POW's. could be a unique unit that could be sold back to orginal civ, used as slave workers (possibly an exception to the slavery civic option?), sacrificed for culture (if your civic options, and moral ethics allow that.... :P) or used in something along those...

would u prefere that the manual was completely up-to-date and wait another month for the game then?

this could be a newbie question, since i am not a creator. but is it not possible to make the units at a larger scale, maybe 200% bigger. then AA it and animate it, only to then reduce back down to normal scale afterwards? or would this make the problem worse, or create new probs?
