The Toltec second UHV condition did not trigger. Playing on Regent + Epic, I am in turn 308 now with 2 great people in the capital city. After starting the Golden Age, advancing to the next turn and then again to turn 310 triggers the fail pop up.

I found Zawty 2 south of the starting position to be quite strong. It has all the required resources, plenty of food to work the desert hills and the culture it produces allows for an early city on the copper. Together with Alexandria, founded before constructing any wonders, on Regent + Epic...

That would be a fitting quote for that mod, if it wasn't for being buried under all the other techs and stuff.
It could spread culture by moving to a tile? Culture lasts for 10 turns after the nomad left, only spreads to tile or tiles the unit stood on at any time during the turn and can only happen to areas without another civ's culture. This would both create an incentive to move and could also help...
The massive maintenance costs of the army should pretty much ruin the civ's research, so it may not be a bad idea to cripple the civ you wish to contain directly by letting them have a huge army.
On what game speed do you play the Moors? On Normal speed I find the UHV pretty difficult, crossing the Sahara generally takes too much time. I assume this is a lot easier on Epic and especially on Marathon speed.
This is generally true for conquest UHVs by the way. There is a lot more planning...
The tech costs increase bug I also got, though I think the costs after are actually the true costs. Playing as Japan, I could build medieval wonders in their own era in 3 turns before the increase, which seems a bit too fast.
I ran into this 'problem' too. At the screen where the says, 'mods in use', the place where it says 'Single Player' is in fact a button. Click on that and then you proceed to the mod's environment.
