If a farm/cottage/mine is not in a white ring of any city, is it useless?

Just got this game a couple of days ago. Breezed through my first game at the easiest difficulty and am now trying to go back and look at the details. My question is: If a farm/cottage/mine is not in a white ring of any city, is it useless?

I just did a file search, and CivilizationIV.ini is nowhere to be found on my hard drive. I think this might be the root of my problem.
