Say there are 5 votes and 3 candidates. If I get 1 vote and the other 2 AI's get 2 votes each, do I lose or it's still considered as a tie and the game continues?

I am sure many people use this trick but just want to hear some response. Looks like if you have ROP agreement with other AI's you can actually send workers into their borders and alter their land. I once turned all the mines around AI's capital into irrigated land to slow their wonder...

Anyone knows how the AI nations decide who to vote for? I did some testing. It looks like if they are polite towards you and the other AI, they will vote for the one with a higher culture. If the other potential winner has much higher culture than you and you want to win, just wait for a big war...

How to prevent that? Yesterday I have over 30 MI/MA units garrisoned in Paris and I have a much higher culture than France and it still flips! There were about 11 resistors though. It hurts!!!!
