I have the collectors edition as well. I never pre-order, but when I walked into the EBgames they offered it at the same price as the regular edition. The nicest thing about it is the spiral bound manual. I haven't even listened to the music CD, and the special case is no big deal.
First off, Gamespy isn't exactly known for quality, accurate reviews so the question of ethics may be a moot point anyway.
However, there's a much larger question of ethics in the overall game review industry that you are over looking. Many game review sites get free swag from the game...
I haven't played Civ since the original, so I can't comment on how it compares to Civ3. I decided to give it a try, and I'm very happy I did. I'll address your issues below.

Funny, that's pretty much what I was thinking. Overall the music is OK, but the opening video, and the menu music is just a little too much of the Disney "we're all so happy" genre. :ack:
It shouldn't be a problem. My computer had DX9.0c installed, and the Civ4 installation went ahead and re-installed it anyway. Everything works fine so it definitely wasn't a problem for me.
