(in my USSR game I conquered, in order:
Estonia
Latvia
Lithuania
Finland
Norway
Sweden (the buggers wouldn't give me military access)
and 1936 isn't even over yet.)
The starting tanks in the USSR are overkill.

Hearts of Iron is one of the most complex games ever, set in the second world war.
