I can confirm this behavior. Dropping a culture bomb on a city does not bring it out of revolt. However, the culture IS correctly applied once the city naturally comes out of revolt. No idea if this is a bug or WOI.

In other news - I finished the second Caravel back at Caffeteria, and sallied forth. The enemy promptly squashed one of 'em, and the other scurried back to port. I have whipped a Drydock there, and am building another Caravel. After we get Rifles, I think a detour to Astronomy is in order...
