It is actually possible to use initial start-up gold and Settlers to set up original 13 colonies from the get go. In no way it is the optimal American strategy: building cottages on Cows is a very crazy move. But USA land is so bountiful and drive to the West is largely unopposed, so it is possible to win without those pastures.

As you can see I am building a Palace in New York, my little dirty secret. Back then Bureaucracy was not nerfed, like in the latest update, so I milked it until I had all my NYC wonders and then switched back to Washington for pretty screenshots
