I don't really do anything tricky, actually, simply keep the list of states with the admission dates and largest cities in front of me the whole time and my next steps are guided by the list.
It is actually possible to use initial start-up gold and Settlers to set up original 13 colonies from the get go. In no way it is the optimal American strategy: building cottages on Cows is a very crazy move. But USA land is so bountiful and drive to the West is largely unopposed, so it is possible to win without those pastures.
