Adjusted Start Biases v1.0.0

Changes the strength of start biases for civilizations and leaders with the intention of giving more consistent historic spawns.
Civilizations generally have stronger biases than leaders.

Does not currently affect starting a game in the Modern Age.




This mod increases Civs' start biases based on the historic geography of their society, making it more consistent that you spawn in an area similar to their base of power in history.


Leaders' effects on start bias is generally lowered, with the exception of leaders who benefit greatly from specific terrain, for example:

Xerxes' desert bias is lowered from 10 -> 5*, but Hatshepsut's navigable river bias is unchanged from 20 -> 20.

Pachacuti's mountain bias is unchanged from 20 -> 20, but in order make Inca and its terrace farms more viable, he has an additional 15 bias to hills.



*However, Persia's desert bias is increased from 5 -> 10.



Installation:
Extract to your {user}\AppData\Local\Firaxis Games\Sid Meier's Civilization VII\Mods folder.

Compatibility:
Compatible with any mod that does not make other changes to the start biases of Leaders or Civilizations.

Testing it now thank you! I Just tried a weird combo, Maya and Catherine, and although I started in a temperate area, there is an island right off the shore with some tundra tiles.
Does this mod touch Catherine's start bias?

Yes it does, Catherine's tundra bias goes up from 10 -> 15, and Maya's tropical bias goes from 5 -> 10. My expectation while creating the biases was that people would usually play Catherine to eventually go into a tundra Russia game, though perhaps I should make some changes.
