This is the Civilization IV: Beyond The Sword SDK modified to be compatible with Microsoft Visual C++ 2005 and Microsoft Visual Studio 2005. Unlike the first SDK that I released, all you have to do is extract this with 7-zip and double click the vcproj file after installing the platform SDK and the Visual Studio 2003 Toolbox.
