A fantastic, fully functional, civ creating tool. Working from the Scythia example, I was able to make my own published mod for the Celtic Boii, without much knowledge of the underlying .sql files that the tool generated to be actually used in the game.

I would say reading the various xml files from the generated mod and the base game was about as deep as I needed to look beyond the examples, which is quite an impressive feat. Once I saw how the nodes and blocks flow in the GUI tool, I was able to understand the format of the xml files and was able to pull out specific mechanics and copy / modify them from the existing civs.

Still has some bugs, of course, but appear to be mostly visual, so for a beta this is fantastic and deserves more attention and use.
Shows a lot of potential. I certainly want to encourage the author. He specifies it as a beta so the rating is based on that. I didn't quite get what it was at first so I downloaded it and tried it out. It seems to let you create a certain type of mod at this stage. That's a DLC type mode, i.e. add/modify civs, leaders, buildings, units, etc. It doesn't seem to be so much for UI mods though it's seems a framework that could handle it.

Thought the author claims not to be a developer he developed an application all the same. Calling it a GUI is a bit of an understatement. I thought menues, statusbars, toolbars, etc. It's actually an entity relationship diagram editor purpose built for Civ mods. The discussion thread shows the interface.

Overall an outstanding start.
