Modifiers Firetuner panel port. 1.1

The default modifiers panel was bothering me with how much crud that isnt useful clutters up everything.
So I extended the Modifiers ltp so you can filter by ID name, filter by owner (Xerxes, King of Kings), filter only Active or Inactive Modifiers. You can now type in the ModSearch section to filter by Modifier Id on the left, or filter by owner in the list on the right. You can also use InactiveOnly or activeOnly to filter to those that are Active:true , or Active: false.
