Use variation fractal for Sahara/Sub-Saharan separation.

Also using MapUtilities logic instead of RND to generate border between desert and jungle. No impact. Aesthetic only.

Remove Legacy Outback Tycoon Code

Remove legacy Outback Tycoon code that resulted in weird looking floodplains and river floods.
Also better distribution of jungle and forest, especially less in the Sahara.
