Constructing a type of City-State improvement for the first time count towards the "Wonders of the Ancient World" Culture legacy in the Antiquity Age.
By default, the available improvement are the Hillfort (Military), Emporium (Economic), and Step Pyramid (Science). Each can grant up to 1 point. Multiple copies of the same improvement will not add any further progress.
This effectively adds four more wonders to compete for in antiquity, making the legacy more achievable especially on larger maps with more civs. But it also offers a bit more variety in how you can pursue this legacy. I chose city-state improvements because the Culture legacy covers the Diplomatic attribute as well and because they mirror the player-exclusivity of wonders.
