civ 1 strategy

I have seen civ 1 speedruns and noticed that ai respawned in the same place in all of them (https://www.speedrun.com/Sid_Meiers_Civilization#), look at the Russians and French. Is it meaning that ai respawn place is somehow determined and I can already know where will it be?
