My collection of tile improvement tweaks. In summary, these are the changes:
- Increased yields for weaker improvements
- flexible placement for restrictive improvements
- Mountains are valid terrain for adjacency
- applied district adjacency to unique districts
- added Water Park adjacency...
I hate that Conservation civic doesn't discourage players from conserving Marsh and Rainforest when that civic, you know, aims to protects the environment. I also hate that you have to remove Marsh and Rainforests to make Preserve district work.
