multi-civ reworks

Merry Christmas, everyone (or whatever holiday you do or don't celebrate; you don't need a reason to be merry)! At long last, the awaited 4.3 is playable. It is, however, a beta version and bugs are both likely and expected. I've done some testing, but don't have the time to hunt them all down...
