PSA: Increasing the tech paradigm forces the AI to build more cities.
This is especially useful for 4000 BC starts. When I increased the Tech Paradigm to 20 for a 4000 BC start, the AI was able to build more cities, because the sooner new city improvements are available, the more the AI will waste time building them, so delaying the advent of new city improvements...- PlutonianEmpire
