Why (I think) Tu'i Tonga should be a civ
The Tu'i Tonga Empire is one of the most underrated empires in history. The empire owned a big chunk of Polynesia and Melanesia. The empire lasted for over 900 Years from around 950 to 1865. I think that Tonga should at least get a city state, like their former capital M'ua- AaronTBD
