wild card

I remeber in previous game the government legacy card will be unclocked at the turn the ancestral hall is completed. However in the game in attached file. The wild card is not available when the building is completed at turn 77 in Stockholm. Is this an update that the wild card will be available...

Playing as Australia, I got an extra wild card slot via a great person. Then I built the Forbidden city wonder expecting another wild card slot. Didn't get any. Is this a bug? - running with latest fall 17 update.
