City of Carthage prioritizes working farm that produces 3 food, 0 production, 0 gold over oasis that can yield 3 food, 0 production, 1 gold and horse that can yield 3 food, 1 production, 0 gold. It should never happen, but in this game position city has hit housing cap, it's producing a wonder and it's manually set to prioritize production!
