If the cities are on separate land masses (as appears to be the case in your screenshot), the minimum city spacing is one less than usual. It was the same in Civ V.

This is not a bug. Cities can be founded one tile closer than normal if they are on separate land masses, as they appear to be in your screenshot. It was the same in Civ V.
I was unaware of that, there's no mention of anything along those lines in-game that I've seen. The manual (page 93) doesn't say much but it does say "There is one main restriction, and that’s that you cannot build a city within 3 hexes of another city or adjacent to another Civ’s City borders" - which implies that this is in fact a bug (or the manual is incorrect).

I also thought this was a bug. It *does* feel like a bug. I saw it recently. I had played previous versions since this came out and hadn't seen this before.
