Specifically, I was trying to do the "Huge Island Plates" conquest achievement, and I got a tiny island for my start, so I thought, "Hey, I'll just restart!"
And it all started so well, I got a larger island all to myself (not even any CS). But I explored the whole thing, and there were no ocean resources. None.
I played until oil was revealed, and there were exactly two oil resources on the water.
So, I started another "Huge Island Plates" map, and on the first roll, my settler was on a cliff coast with crabs in the water. Which I was fine with...but I wanted to know if the restart breaks the ocean resources, so I restarted...and there were no ocean resources anywhere around my new island.
I did not have time to test more last night, but I wondered if anyone else using the "Restart Game" button had noticed any strange resource behavior.
