[1.0.0.194] Cossacks bonus strength not working inside borders

I am currently playing as Russia and have discovered that their UU, the Cossack, does not offer the +5 inside my own borders. If i move the unit one hex outside of my borders it gains the strength as described (+5 Combat Strength when fighting in or next to home territory)
