[R&F] [1.0.0.220 (334528)] Emergency Precognition Upon Loading Save

I saved my game on the turn I captured a city-state, and left the game. Later, when I returned to resume my game, I loaded the save. (That save is attached to this post.) Upon doing so, I noticed an active emergency. I didn't remember one being active. When I clicked to open the emergency window, this is what I saw:

Notice that there are 32 turns remaining instead of 30, and that the pool of gold for the members is shown as a negative amount. Also notice that I am not at war with either of the participants shown.

I suspect that I am seeing the emergency before it has actually been declared, or even offered to the potential participants. Normally the chance to join would be offered to the potential participants on the turn after the triggering event, and then the target would learn about the emergency only on the turn after that once the participants have responded. If I am correct, that is why 32 turns remain...because the actual emergency won't start for 2 turns (assuming at least one civ accepts). I assume that the negative gold pool is being caused by the fact that the deal hasn't been offered to anyone yet; perhaps the calculation for the size of the pool doesn't take place until next turn right before the potential members are notified (?).

Anyway, this isn't a huge bug or anything, but ideally the subject of an emergency should not be forewarned about that fact if they happen to save and reload the game at the right time. So, if possible, a fix would be appreciated.
