[R&F] [1.0.0.257] City Religious Conversion Bug

I should've won this game at least 15 turns ago. I've pumped out a ton of Apostles and Missionaries to convert Pella (a Holy City) but it's hardly making a dent.

I'm still grinding away at this game

I finally convert Pella on turn 344/5 but Religious Victory does not trigger. Same bug?
