[Vanilla] '[1.0.0.257] Victory Not Completable'

While playing Civ 6 for a domination victory, I had this problem where the victory screen would not trigger even though I conquered every other capital. Under world ranking I only saw "Victory Not Completable", and while googling I found other people who had similar problems, but no real solutions or explanations. So I gave up and started another game.. well pretty far into the game I check and see the same "Victory not Completable"(it was not like this earlier in the game). Now I don't really want to continue since, well, there may be no victory left.

The victories are enabled, it's only a duel so it's just me and China and we've never even been to war. attached is the screen shot. I'm not sure why this is happening, it may not even be a bug. I just want to know what can cause this.

Sure thing, attached is the save file (GORGO) where i'm in the middle of the game, and the other (MVEMBA) is after I conquered all the capitol cities and didn't receive the victory screen. Thank you.
