As Genghis Khan I conquered Harald Hardrada. Some of his former cities won't let me expand the harbor. In the building menu I see Shipyard greyed out. Hovering over it it says it requires a lighthouse. This is normal, but I don't get the option to build the lighthouse. So I now have 2 cities (others work just fine, don't see any difference between them) with harbor districts that are of no use.

Not a bug: I haven't researched Celestial Navigation yet after 170 turns..
