[GS] [1.0.0.290]Cities' base strength BUG.

Spoiler BUG details :

Though spain had pikeman, the cities' base strength are 36(swordsman)-10=26 instead of 41(pikeman)-10=31.
As you can see, ZARAGOZA is only 28 strength(26 base + 2 from district).
And more, I have seen that an AI's cities are only 10 even he had horseman.
This BUG exists even in their live, before GS sold, but till now I'm still confused about how this BUG works.
