The diplomatic modifier for different governments is totally broken. There is no more bonus or malus for different/same government until tier 3, and once I adopted democracy, I got a crazy -66 with everyone.
I'm pretty sure this is set in GS, with a -20 in OtherGovernmentIntolerance for T3 and T4 govs in the Governments table, and 0 elsewhere. I cannot believe this is by design.
