After capturing a city from Persia I am getting a free tech of "Professional Sports".
After capturing the city, it does become the 4th city to have an entertainment complex to activate the tech boost for "Professional Sports".
I played through the save several different ways and it seems to always occur when i capture PARSA.
To recreate (tested and worked on my comp):
By the city PARSA. (western most Persian city)
Have the injured Warak'aq attack the city twice.
Move the full health Warak'aq to the left one space.
Move the swordsman to conquer the city.
I have been able to replicate it multiple times.
