Thanks for the reply. What exactly does "district defenses" mean? Does that apply to all districts, or just encampments and city centers? Do they need a garrisoned unit? That description seems vague to me.
I'm pretty sure incendiaries used to only provide the bonus vs walled cities... but maybe that was the bug?
I came across this because I created a religious belief in my SDG mod called "Joshua's Trumpet" which gives units +10 combat strength vs walls. My belief used the same requirements as incendiaries ("PLOT_DISTRICT_IS_DEFENDED_REQUIREMENTS" and "PLAYER_IS_ATTACKER_REQUIREMENTS") and was working properly before Gathering Storm. I can't prove that now, because I didn't save any of my test files nor the pre-patch versions of the game, but I'm pretty sure that I tested to make sure it only triggered for walled cities and not unwalled cities.
Anyway the requirement in question is: "PLOT_DISTRICT_IS_DEFENDED_REQUIREMENTS" which is of RequirementType "REQUIREMENT_PLOT_DISTRICT_IS_DEFENDED". Nowhere is it precisely defined what this is supposed to refer to, but as we can see in my screenshot, it triggers for an un-defended un-walled city right now. Which seems like a bug to me.
